Here is all what you need to have a good base starter kit on budget. Face:
Foundation
Foundation is mainly to even out your skin tone, make your face one color also to set some kind of base for your makeup. Measure your shade to your neck and above your chest, because you want all of that area to look the same shade. People rave about tinted moisturizes and BB creams, I promise the foundation is the best for full coverage.

Blush
As a beginner, you don't need to go with any crazy color when it comes to blush. After you set your foundation and concealer you will need to bring out your cheeks with a pink hue. Try to get a matte blush, you will probably only get one blush and you need to use it all day long; so shimmery ones aren't a good option.

Bronzer
It's a little bit funny, however that's how a bronzer is applied also on the sides of your nose. Mainly you get bronzer to define your face. Bronzer totally needs to be darker than your foundation. Having shimmer in your bronzer is no problem, it's actually kind of necessary. The bronze color with the shimmer gives a sun kissed glow that makes your face like you have a tan. Avoid buying something too dark or you might look like you have coffee on your face.

Get the pen that is an applicator in the same time and don't buy one with glitter.

The crazy I didn't know as a beginner that there are types and colors of the so called eye pencil A.K.A Kohl. Eye pencils are used like in the picture to liner the upper and lower lines of your eye. We always have had a thing for black as Egyptians and Arabs, maybe because we have big eyes. If you have smaller eyes and you really want to make them look bigger, buy yourself an eye pencil in white. Also while shapening your pencil, try not to make pencil tip so sharp so you won't injuire yourself.

There is endless variety of colors and types of eyeshadows. When you're buying eyeshadow, don't go for the single ones because that's a waste of space and time. You always need something that has a bit of shimmer in white or light nude to the brow bone and tear duct. Your eyelid and crease need brighter and darker colors, so the eyeshadow collective pallets are life savers. Go for basic earthy tones with nudes, pinks and browns, if you are in for a bit of adventure go for something with blue. Shimmer or matte, it depends on you.
